Add the python requests 2.9.1 library
A core utility of couchbase-cli is calling REST API's and we should
have a solid REST client so we don't have to re-implement our own.

Add the python requests 2.9.1 library
A core utility of couchbase-cli is calling REST API's and we should
have a solid REST client so we don't have to re-implement our own.
Over time we will convert our old REST calls to use the request
library.
